Is there a diagnostic fee, and is it applied to the repair?

There is a standard diagnostic charge for the visit, and it is credited toward the cost of the work if you go ahead with the repair. You are told the full repair price before any work begins, not after.

Is it worth repairing an appliance or should I replace it?

Power is reaching the unit, so the fault is in the sealed system, the compressor, the condenser fan, the defrost system, or a control board rather than the supply. Before calling, check the condenser coils are not choked with dust and that the vents inside are not blocked by packed food - those two account for a fair share of call-outs.
